South Africa Extends Fuel Price Relief With R10bn Levy Cut
South Africa will extend temporary fuel-price relief into early January 2027, with a new R10 billion levy-cut package reducing taxes on petrol and diesel as rising energy costs squeeze households and businesses.

South Africa has announced a fresh round of temporary fuel-levy cuts worth R10 billion, extending government relief into January 2027 as higher global oil prices and cost-of-living pressures continue to weigh on households and businesses.
Finance Minister Enoch Godongwana announced the measures on Wednesday, October 21, while presenting the Medium Term Budget Policy Statement in Parliament. Under the plan, the general fuel levy will be reduced by R3 per litre for diesel and R1.50 per litre for petrol from November 4 to December 1, 2026. The reductions will then be scaled back but continue until January 5, 2027, at R1.50 per litre for diesel and R1 per litre for petrol.
The relief is intended to cushion consumers against rising fuel costs, which affect not only motorists but also the price of transporting goods, producing food and operating businesses. South African fuel prices are influenced by international petroleum prices, the rand-dollar exchange rate and domestic levies, leaving consumers exposed to developments in global energy markets.
The government said the latest intervention would provide R10 billion in support, with the same amount in revenue forgone through the levy reductions. According to the finance minister, the funding will come from money previously transferred to the Central Energy Fund that will be returned to the National Revenue Fund to finance the relief. The government says this arrangement will allow it to provide temporary assistance without undermining the budget framework.
The announcement follows an earlier round of fuel-tax relief introduced in April 2026 in response to price increases linked to conflict in the Middle East. That package initially cut the general fuel levy by R3 per litre and was subsequently extended, with adjustments, through June. The relief was phased out from July 1, when the full general fuel levies were reinstated.
Fuel costs have since come under renewed pressure. South Africa’s Department of Mineral and Petroleum Resources reported that the October price adjustment, which took effect on October 7, included higher contributions to the basic fuel prices for petrol, diesel and illuminating paraffin, reflecting movements in international product prices and other pricing factors. The department’s monthly pricing framework also takes account of exchange-rate movements and statutory charges.
The new package is a temporary reduction in the tax component of fuel prices, rather than a change to the underlying international cost of petroleum. Its effect on the final pump price will therefore depend on the wider monthly pricing calculation, including movements in oil prices, the exchange rate and other charges.
For households, businesses and the transport sector, the extension offers some relief from the immediate impact of elevated fuel costs, although it does not remove South Africa’s exposure to global price shocks. The government now faces the task of balancing short-term support for consumers with the need to preserve public revenue, while the phased reductions mean the level of relief will diminish before the measure ends in early January.
