Dubai authorities are preparing a sweeping digital oversight system for commercial delivery motorcycles.
The initiative aims to improve road safety across the emirate's fast-growing courier sector. Under the plan, every delivery motorcycle will be equipped with specialized tracking hardware and high-definition cameras linked directly to a central regulatory hub.
The program includes a transitional rollout phase. Installation will remain optional through the first half of 2027, giving delivery operators time to upgrade their fleets. Full compliance becomes mandatory starting in the second half of 2027.
How Smart Delivery Bike Monitoring Works
The system operates across three core technical layers: connected on-board hardware, motorcycle-mounted cameras, and an intelligent digital analytics platform.
Sensors fitted to each bike will capture essential telemetry in real time. The platform tracks driving patterns, vehicle speeds, sudden acceleration, harsh braking, and precise travel routes.
Automated analytics will flag reckless maneuvers and identify habitual safety violations. Fleet managers will receive the data to conduct targeted rider coaching and correct dangerous habits before collisions happen.
Shifting from Spot Checks to Live Data
The project marks a major change in how transport oversight operates across the city.
Regulators are moving away from manual street-level inspections toward automated, continuous monitoring. The shift enables officials to maintain clear visibility over delivery traffic without creating delays for dispatchers or customers.
Transport officials developed the digital architecture in close coordination with municipal police commanders. The coordinated effort focuses on protecting delivery riders, reducing motorcycle collisions, and maintaining orderly traffic across major corridors.
Timeline and Requirements for Fleet Operators
Delivery companies have until June 30, 2027, to test the hardware and connect their internal dispatch systems to the state platform.
During the grace period, businesses can retrofit motorcycles gradually to prevent supply chain bottlenecks. Regulators have not introduced new administrative fees or penalties alongside the rollout schedule.
Starting in July 2027, unmonitored commercial delivery bikes will not be permitted to operate on public roads. Companies that implement the technology early will gain immediate access to driving metrics to help safeguard riders and lower fleet liability.
