INTERPOL, NDLEA Nab Wanted Heroin Kingpin in Benin Republic

The National Drug Law Enforcement Agency (NDLEA) has arrested and repatriated Festus Ibewuike, a 52-year-old suspected drug kingpin who allegedly evaded law enforcement for more than two years, in what the agency describes as a major breakthrough against one of Nigeria’s most sophisticated heroin trafficking syndicates.

Ibewuike, also known as Chidibest Ibewuike, was arrested at the airport in Cotonou, Benin Republic, on 2 September following an intelligence-led operation conducted jointly by the NDLEA and the International Criminal Police Organisation (INTERPOL). He was formally handed over to NDLEA operatives in Cotonou two days later before being flown to Nigeria to face prosecution.

According to the agency, Ibewuike was one of three suspects declared wanted and charged in absentia after investigators uncovered an international heroin trafficking network linked to the seizure of 49.70 kilograms of heroin at the Murtala Muhammed International Airport (MMIA), Lagos, in February 2024. NDLEA said the consignment remains the largest heroin haul ever intercepted at the airport.

The drugs were discovered concealed inside cartons of imported metal-cutting machines during a 12-day operation by the MMIA Strategic Command, leading to the arrest of several alleged members of the trafficking syndicate and the dismantling of key aspects of its logistics network.

Investigators allege that Ibewuike’s wife, Confidence Ndidiamaka Ibewuike, played a central role in the operation by routinely receiving drug-laden parcels marked with the code “ND” on behalf of her husband. The agency said previous investigations also resulted in the freezing of 107 bank accounts and the forfeiture of multiple properties allegedly linked to the cartel’s activities.

NDLEA said the suspect had relocated to Mozambique, where he allegedly operated a hotel business as a cover while travelling frequently between Mozambique and Nigeria through neighbouring Benin Republic in an effort to avoid detection. His eventual arrest followed months of cross-border intelligence gathering and international cooperation between Nigerian and Beninese authorities.

During preliminary questioning after his repatriation, the agency said Ibewuike confirmed that he had changed his name from Chidibest Ibewuike to Festus Ibewuike, a move investigators believe formed part of his efforts to conceal his identity while remaining active within the trafficking network.

The arrest comes as the NDLEA intensifies its strategy of targeting the leadership and financial infrastructure of organized drug syndicates rather than focusing solely on drug seizures. Under the leadership of Chairman and Chief Executive Brig. Gen. Mohamed Buba Marwa (Rtd.), the agency has increasingly relied on intelligence operations, international partnerships and asset recovery to dismantle transnational narcotics organizations.

As with all criminal proceedings, the allegations against Ibewuike remain subject to determination by the courts. However, his capture represents one of the agency’s most significant recent victories, demonstrating how international collaboration is becoming an increasingly powerful tool in pursuing suspected traffickers who attempt to exploit borders to evade justice.
