British counter-terrorism police have arrested a 27-year-old dual British-Iranian national in London as part of an investigation into suspicious activity near RAF Fairford, a Gloucestershire air base used by the United States military.

The man was arrested in central London on Thursday on suspicion of the preparation of terrorist acts, according to Counter Terrorism Policing. A second British man, aged 26, has also been questioned under caution as investigators expand the inquiry beyond the five men detained near the air base on Sunday.

The latest arrest marks a significant development in a case that began after police were alerted to suspicious vehicles and people near RAF Fairford early Sunday. Five British men in their 20s were arrested on suspicion of explosives offences and preparing a terrorist act. They were subsequently released on police bail while the investigation continued.

Police searched three vans connected with the earlier arrests and said they found a quantity of petrol but no explosives. Counter-terrorism officers have nevertheless continued examining what the group may have been doing near the military facility and whether the activity formed part of a wider operation.

Authorities are investigating several possibilities, including whether individuals may have been acting on behalf of a foreign state, knowingly or unknowingly. British counter-terrorism officials have described the inquiry as complex and said they are examining multiple lines of investigation rather than publicly settling on a single explanation.

The investigation has taken on greater international significance because RAF Fairford is a strategically important base that has been used by the U.S. Air Force for long-range bomber operations. The base has been involved in American military operations in the Middle East, including the recent conflict involving Iran.

British Prime Minister Andy Burnham said on Wednesday that there were “strong indications” Iran had played a part in what happened near the base. However, British authorities have not publicly released evidence establishing the nature or extent of any Iranian involvement, and the investigation remains ongoing.

Iran has rejected the allegations. Iranian Foreign Minister Abbas Araghchi dismissed the suggestion of Iranian involvement, while Iran's embassy in London has previously described attempts to connect Tehran to the suspects as unfounded. No Iranian government agency has accepted responsibility for the incident.

The earlier release of the five British suspects on bail has also attracted attention in Washington. U.S. President Donald Trump criticised the decision, while Secretary of State Marco Rubio suggested that the incident involved a foreign actor. British authorities, however, have defended the decision as an investigative judgment based on the circumstances and the powers available to police.

The new arrest does not mean the 27-year-old has been charged or that investigators have established his guilt. Police have so far described the detention in terms of suspicion, and the inquiry is continuing. The earlier five suspects also remain under investigation despite their release on bail.

The case comes against a backdrop of heightened British concern about foreign-state activity inside the UK. Britain's security agencies have previously warned about alleged Iranian-linked operations involving surveillance, intimidation and violence, while officials have also raised concerns about the use of criminal intermediaries or proxies. Those previous cases provide context for the current investigation but do not by themselves establish a connection to the Fairford incident.

For authorities, the central questions now are what the group was allegedly planning, whether the suspicious activity represented an intended attack, surveillance or another operation, and whether any foreign organisation directed or supported it. The answers will depend on evidence gathered during the continuing investigation rather than the nationality of any individual suspect.

The arrest underscores how the security consequences of conflicts far beyond Britain's borders can increasingly reach military installations and communities at home. RAF Fairford's role in U.S. military operations has made it a strategically sensitive site, while the investigation illustrates the difficulty facing British authorities in distinguishing ordinary criminal activity from potential foreign-backed operations. Until investigators establish what happened and who, if anyone, directed it, the incident remains an unfolding security investigation rather than a proven Iranian terrorist operation.
