Russian President Vladimir Putin calls Elon Musk a genius as Moscow steps up efforts to build a domestic rival to the American billionaire’s Starlink satellite network.
Speaking to delegates at the Russia-Africa Summit in Moscow, Putin disclosed that Russian space officials remain in close contact with American aerospace partners, pointing specifically to Musk. He explained that active communication between space operators is necessary to maintain order in low Earth orbit and prevent satellite collisions.
The comments highlight an unexpected area of practical dialogue between Moscow and a prominent American industrial leader, even as geopolitical tensions between Russia and the West remain elevated.
Praise for Starlink and Space Coordination
During a session discussing technological partnerships, Putin commended Musk’s achievements in satellite telecommunications. The Russian president observed that SpaceX has successfully placed thousands of operational Starlink units into orbit, giving the American company an unmatched lead in low-altitude internet delivery.
Putin stated that space operations demand strict international discipline regardless of political differences on the ground. He explained that Russia values mutual coordination with American satellite operators so that commercial networks and Russian spacecraft do not interfere with one another in flight paths.
According to Russian authorities, technical exchanges between space specialists help prevent dangerous orbital congestion as both nations deploy new hardware into crowded orbital planes.
Developing the Rassvet Satellite Network
Putin’s public praise coincided with an official update on Rassvet, Russia’s emerging low Earth orbit internet constellation. The system is being designed and deployed by Bureau 1440, a private Russian aerospace and telecommunications enterprise.
Russian officials reported that Rassvet currently has just over thirty test satellites in orbit, representing the early deployment phase of Moscow’s independent satellite broadband infrastructure. Russian digital development officials briefed leadership on plans to scale up production to provide secure broadband connectivity across remote domestic regions and commercial corridors.
While acknowledging that Russia’s constellation is small compared to Starlink’s vast fleet, Putin stressed that Moscow is committed to mastering sovereign satellite manufacturing and launch capacity.
Geopolitical Friction Around Orbital Comms
Starlink has played a decisive role in global telecommunications and regional conflict monitoring over recent years. Ukrainian defense units and civilian services have relied heavily on Starlink terminals for field communications and emergency connectivity since Russia’s full-scale military campaign began in 2022.
Periodic connectivity disputes and regulatory debates have surrounded commercial satellite usage in active conflict areas. SpaceX has previously stated that its broadband technology is designed primarily for peaceful communications rather than offensive tactical strikes, prompting debate over commercial tech governance during wartime.
SpaceX and Elon Musk have not issued an immediate formal statement regarding Putin’s summit remarks or the specific operational channels currently used between Russian controllers and American satellite teams.
