Starlink Gets 10-Year UAE Licence, Opening New Era for Satellite Internet
The UAE has given Starlink a 10-year licence to provide satellite broadband, opening the door to another major connectivity option alongside the country’s fibre and 5G networks.
The United Arab Emirates has granted Starlink a 10-year licence to provide satellite internet services across the country, bringing Elon Musk’s low-Earth-orbit broadband network closer to commercial availability in one of the Middle East’s most connected markets.
The Telecommunications and Digital Government Regulatory Authority (TDRA) announced the licence on August 28, saying Starlink Satellite Communications LLC is authorized to establish, operate and manage a public satellite communications network and provide broadband satellite internet services in the UAE. The licence is formally described by the regulator as a General Space Services Licence.
The approval means Starlink can serve individual consumers, businesses and government entities, while also providing satellite connectivity for the maritime and aviation sectors. The service remains subject to the UAE's approved regulatory and technical requirements.
For the UAE, the decision is less about replacing existing internet infrastructure than adding another layer to it. TDRA said satellite broadband would complement the country's established fibre-optic and 5G networks, helping diversify connectivity options and improve the resilience and continuity of national communications infrastructure.
That could be particularly useful in sectors where conventional connectivity can be difficult to maintain or where mobility is important. The regulator specifically identified aviation, maritime transport, energy, logistics and emergency response as areas that could benefit from the additional satellite connectivity layer.
The move also gives UAE consumers another potential broadband provider in a market traditionally dominated by e& and du. The two operators recently had their public telecommunications licences renewed for another 20 years, providing them with a long-term framework for investment in fibre, mobile networks and emerging digital technologies. Starlink's entry therefore adds a satellite-based competitor to an already highly developed terrestrial connectivity market.
There is, however, an important distinction between receiving regulatory approval and having unrestricted immediate access to the service. Starlink must operate within UAE regulatory and technical frameworks and fulfil the necessary requirements. Local reporting also indicates that Starlink's UAE service has been showing limited availability or a waiting-list arrangement, suggesting that commercial access will be rolled out subject to capacity and operational readiness rather than instantly becoming available to every resident.
The UAE's decision also reflects a broader shift in how governments are treating satellite internet. Starlink's network uses thousands of low-Earth-orbit satellites to deliver broadband without relying entirely on terrestrial fibre or conventional mobile infrastructure. For countries with large remote areas, islands, offshore operations or locations where physical network expansion is expensive, the technology can provide an alternative route to high-speed connectivity.
The regulatory environment will remain important. The TDRA says satellite network operations and telecommunications services are regulated activities in the UAE and require appropriate licensing, equipment approvals and spectrum authorizations. The Starlink approval therefore represents not simply permission to sell internet access, but the incorporation of a major global satellite network into the UAE's controlled telecommunications framework.
Starlink's arrival also fits neatly into the UAE's broader push to position itself as a global digital-economy hub. The country has been investing heavily in artificial intelligence, cloud infrastructure, advanced communications and space technology, while regulators have increasingly sought to create frameworks for emerging technologies rather than wait for them to become mainstream.
For Starlink, the UAE licence provides access to a wealthy, digitally sophisticated market and an important international aviation, maritime, logistics and business hub. For the UAE, it is an opportunity to strengthen network resilience while giving consumers and businesses another way to stay connected. The bigger significance is that satellite broadband is moving from a niche solution for remote locations into a recognized component of national digital infrastructure, and the UAE is now formally making room for it alongside the fibre and 5G networks that already power its connected economy.
