Enugu State has generated N355.2 billion from non-tax earnings out of a total internally generated revenue of N406.7 billion.
The milestone represents over 87 percent of total collections within the fiscal year. Conventional taxes contributed only N51.52 billion, or less than 13 percent of the sum.
This performance gives Enugu the lowest tax-to-revenue dependence ratio among Nigerian states and the Federal Capital Territory.
Official data highlights a fundamental shift in subnational public finance. State leaders emphasized that reviving idle government properties drove the financial surge rather than increasing taxes on households and small businesses.
Reviving Dormant Assets Across the State
The state government achieved the revenue leap through sweeping public-sector restructuring.
Authorities focused on recovering long-abandoned state assets, revamping moribund commercial enterprises, and managing natural resources efficiently. Commercialization of state-owned properties unlocked vast income streams that previously yielded zero public returns.
Enugu non-tax revenue expanded rapidly because state agencies treated government assets as active capital.
Recovered state land, revived industrial sites, and modernized hospitality facilities quickly generated substantial non-tax receipts.
Digitization and Leakage Elimination
Technology adoption played an equally vital role in transforming revenue operations.
The state internal revenue agency replaced manual billing and cash collection with unified electronic payment gateways. Automated systems eliminated widespread payment diversions and brought transparent tracking to all government transactions.
Digital land registries and integrated property mapping systems helped identify hidden assets across urban centers.
Streamlined collection platforms enabled residents and corporate organizations to process government fees without bureaucratic delays.
From Federation Handouts to Financial Self-Reliance
The turnaround marks a dramatic departure from Enugu's historic reliance on monthly federal allocations.
In 2022, the state recorded an internal revenue total of just N26.8 billion. That figure rose to N37.4 billion in 2023 before climbing to N180.5 billion in 2024.
The leap to N406.7 billion placed Enugu among the top-performing states in subnational revenue growth, trailing only Lagos and Rivers.
While several other regional administrations rely almost entirely on taxes for internal revenue, Enugu's diversified asset portfolio provides a distinct funding cushion.
State officials confirmed that the expanded revenue base will directly finance ongoing healthcare, smart schools, road construction, and clean water projects across all seventeen local government councils.
