The Nigerian Electricity Regulatory Commission (NERC) has issued a stern warning to electricity distribution companies (DisCos), urging them not to forcefully migrate customers to estimated billing. The commission emphasized that such practices violate consumers’ rights and disrupt efforts to improve the quality of service in the electricity sector.
Concerns Over Forced Migration Practices
NERC’s statement comes in response to increasing reports of DisCos imposing estimated billing on customers, even when they have the means to be metered. Many customers have complained about being moved to estimated billing without prior consultation or proper justification, leading to inflated electricity charges.
Protection of Consumer Interests
In its directive, NERC reaffirmed that the practice of estimated billing should only be applied in instances where a customer cannot be accurately metered due to genuine circumstances, such as technical issues or customer refusal to allow meter installation. The commission emphasized that forced migration is unjust and urged DisCos to prioritize transparency and fairness in billing practices.

NERC also reminded the DisCos that customers have the right to demand proper metering and accurate billing. The commission urged regulatory bodies to conduct regular checks on billing practices to ensure that companies comply with regulations and protect consumers from exploitation.
