
The Football Association (FA) has announced that, effective June 1, transgender women will no longer be eligible to play in women’s football in England. This decision follows an April 16 ruling by the UK Supreme Court, which clarified that the terms “woman” and “sex” in the Equality Act refer to biological sex.
The FA previously allowed transgender women to participate if they met specific criteria, including reduced testosterone levels. Under the revised policy, which once gave the FA discretionary authority based on safety and fairness, transgender women will now be fully excluded from the women’s game.

A spokesperson for the FA acknowledged the emotional impact of the decision, stating:
“We understand this will be difficult for individuals who wish to play in the gender they identify with. We are reaching out to those affected to explain the changes and discuss alternative ways to remain involved in football.”
The governing body — which oversees football in England, Jersey, Guernsey, and the Isle of Man — said the update aligns with legal obligations and international guidelines from UEFA and FIFA.
Meanwhile, the Scottish FA has announced a similar policy change, which will take effect from the 2025–26 season. The recent court decision reaffirmed that sex-based participation in sports must be based on biological sex, particularly under Section 195 of the Equality Act.

The FA concluded:
“Our aim has always been to make football inclusive within the framework of the law. Given the recent legal developments, our policy must reflect this. Transgender women will no longer be able to play in women’s football in England from June 1, 2025.”
