Russia and Ukraine Resume Direct Peace Talks in Turkey After Three-Year Hiatus

On May 16, 2025, Russian and Ukrainian delegations convened in Istanbul for their first direct peace talks since March 2022. The meeting, held at the Dolmabahce Palace, was facilitated by Turkey and attended by U.S. Secretary of State Marco Rubio and former President Donald Trump’s envoy, Steve Witkoff.

Delegations Led by Mid-Level Officials

Ukrainian President Volodymyr Zelenskyy dispatched Defense Minister Rustem Umerov to lead Kyiv’s delegation, while Russian President Vladimir Putin sent presidential aide Vladimir Medinsky. The absence of both leaders has led to skepticism about the potential for significant progress.

Divergent Objectives

Ukraine aimed to secure a 30-day ceasefire, whereas Russia expressed interest in broader negotiations that would include Ukraine conceding territories and abandoning NATO aspirations—conditions Ukraine firmly rejects. 

International Involvement and Reactions

The United States and Turkey played key roles in facilitating the talks. U.S. Secretary of State Marco Rubio emphasized that a significant breakthrough likely requires direct talks between Trump and Putin. Former President Trump echoed this sentiment, stating that peace is unlikely without his and Putin’s direct negotiation. 

Ongoing Conflict Undermines Negotiations

Despite the diplomatic efforts, hostilities continue on the ground. Russian forces have reportedly made new territorial gains in eastern Ukraine, and Ukrainian officials have called for increased sanctions against Russia if no ceasefire is achieved. While the resumption of direct talks between Russia and Ukraine marks a step toward potential resolution, the absence of top leaders and ongoing military actions cast doubt on the likelihood of immediate progress. The international community remains watchful, urging both sides to commit to meaningful negotiations to end the prolonged conflict.
